Features

“R-Tariff Online” is meant to calculate railway carriage tariffs for both loaded and empty wagons and containers through Russia, Kazakhstan, Belarus, Lithuania, Uzbekistan, Latvia, Ukraine, Estonia, Kyrgyzstan, Tajikistan, Azerbaijan, Georgia, Moldova, Turkmenistan and Armenia.


Calculation possibilities:

  • Smart calculation type detection based on departure and destination railway stations and countries (Tariff Book № 10-01, CIS Tariff Policy, Tariff Guide of Kazakhstan, and etc.);
  • Automatic application of correcting coefficients for transportation, selection of exceptional tariffs, special rates and charges;
  • Smart detection of border crossings between the CIS countries, Latvia, Lithuania, Estonia and Georgia;
  • Calculating combined carriage tariffs for loaded and returned rolling stock;
  • Visual representation of calculations for delivery date, minimum tonnage rating, estimated weight, base rates, correcting coefficients, charges and total result;
  • Make calculations for present, future and past dates starting from the 1st of January 2019.

Designing routes

It is just enough to specify departure and destination stations in the corresponding dialog windows to precisely calculate a route. The flexible station search engine will make this step quick and convenient.

Search stations by their codes or names. The system by default interprets digits as a station code and text as a station name.

Set up departure and destination countries for both departure and destination stations since it might affect the tariff.

Station reference books are always up-to-date and not only contain basic info such as station code and name, country, railway, department, both cargo and passenger paragraphs, but extended information as well, such as what operations are temporarily conducted at the station, and what each paragraph means.

A new route will be built when departure and destination stations are specified, taking into account border-crossing points according to the wagon or wagon and container formation plans and additional distance adjustments for each country along the route.

The formation plan type depends on set calculation parameters such as consignment and the rolling stock types. In addition to the smart detect feature, the formation plan type can also be set manually. For example, this option can be helpful when kit wagon containers are transferred through border stations set for freight wagons and in other cases.

When the specified route can be alternated with additional transit options (such as different border crossing points, ferries, etc.) announced by a competent authority and different from the formation plan, these alternative routes will also be offered to be chosen in the separate section of the program’s interface.

For cases of changing the route that is not described in official documents, it is possible to adjust the route manually. You can add freight or export adjustment station both in the forward and in the backward route. Stations must be placed in the list in the order of the rolling stock direction. When adjusting the route using export stations, it is necessary to add station that is exit frontier point, and the entrance frontier point linked with it will be added automatically. If the linked station is not found, it must be specified additionally. When calculating the tariff, the route will be built taking into account the adjustments made.

Consignments

The software provides means to calculate railway consignments of all necessary types.

Wagon consignment — transportation of cargo loaded in freight wagons or of an empty wagon. May imply the following:

• In universal wagons;
• In specialized wagons;
• In isothermal rolling stock;
• In tanks;
• On chains of platforms, transporters, outsize cargo;
• Mixed;
• In the baggage and passenger wagons as a part of freight trains;
• Empty wagons for loading/after unloading;
• Sending (return) the transporter not to the railways owner;
• Rolling stock as a cargo on its axles, including to/from repair.

Container consignment — transportation of cargo loaded in containers, and also empty containers themselves. May imply the following:

• Single containers (specialized containers of small consignment also);
• Mixed;
• Kit wagon (specialized containers of wagon consignment also);
• Empty containers (specialized empty containers of small consignment also);
• 

If necessary, each consignment can be specified with the speed and transportation type in the same window.

The transportation speed types are:

• Cargo — is a standard transportation speed;
• High — is a type of speed used to cut the delivery time.

The transportation route types are:

• Not routing — is an usual transportation;
• Direct exit route.

Return of empty rolling stock

Tariff rates can be simultaneously calculated for both loaded run and empty return to the departure station of wagons/containers (own or rented from carrier).

The software has the feature that enables calculation of tariff for empty return to a different destination station and to another country.

In certain cases, when empty return following cargo transportation registered as a consignment for loading different cargo, such consignment can be indicated as “for loading” with the code of carried cargo specified.

Cargo select

Smart match finder between cargo listings along with flexible search engine makes finding proper cargo codes and descriptions quick and handy.

By default, cargo is searched by its code or name. The system smart-detects input digits as a station code and text as a station name.

Depending on the direction of a transportation, the software will offer to search cargo in NHM or ETSNG lists for international and domestic Russian hauls correspondingly.

If cargo selected from the NHM list must be paired with a corresponding ETSNG code.
If cargo selected from the ETSNG list often has to be paired with a corresponding NHM code.

For more comfort, the software has an auto-match feature for both cargo classification lists performed accordingly to the criteria established by the conformity of NHM/ETSNG codes approved by the Council of the railway transport of the Members States (ETSNG codes versus NHM codes and vice versa).

When match between two classification lists is precise, the matched cargo will be set at the top of the dialog window right after the matching cargo.
When the match is ambiguous, all potential matches will be displayed in the drop-down list below the search bar. To return to the list of matches while searching for a cargo, use a “Show conformities” link.

If cargo is classified as dangerous, an auto-match will work as well, projecting on the list of dangerous cargo. Since in certain cases such a match cannot be determined precisely, an option for manual matching has been developed.

In the case of transportation of oversized cargo, it is necessary to indicate its degree. After setting all degrees, a five-digit oversized index with its interpretation will be displayed. The choice of degrees of oversized cargo is available when the consignment is “on chains of platforms, transporters, outsize cargo”.

Additional features

A feature to calculate rates for maintenance has been added.

Types of maintenance are:

  • journey of conductors with cargo;
  • journey of conductors in a separate wagon of the inventory park;
  • journey of conductors in a separate passenger wagon of the inventory park;
  • journey of conductors in a separate own wagon or in a rented freight wagon, or in a heated goods wagon;
  • journey of conductors in a separate own wagon or in a rented passenger wagon;
  • journey of conductors in a separate own wagon or in a rented diesel-electric station.

Maintenance parameters can be refined in the dialogue window by specifying the number of axles and conductors.

There is also a feature to calculate protection rates.

If under established local country regulations a cargo requires maintenance and protection along all the route, such charge for protection will be automatically applied to the calculation.
Protection parameters depend on the parameters of the main calculation and can be specified (e.g. in routes across Russia number of wagons or containers in a protection group is crucial)

For dangerous cargo an option to select a buffer wagon enables.

To calculate rates, such parameters as wagon type and belonging, number of units as well as the weight of the control frame (if present) must be specified.

Switch parameters

Additional parameters affecting calculation results or having special effects may sometimes extend certain branches of the initial data tree.
Additional parameters become available depending on set parameters, such as route, consignment type, cargo, vehicle type, etc.

Such parameters help to make calculations more precise.

Exclusive rates (special rates) and additional charges

Some transportations may fall under additional exclusive tariff rates.
Calculations made for certain national railways often also include additional charges.

These parameters can be set in the “Special rates, charges” dialogue window.

This dialog window enables when all necessary calculation parameters are defined. Special rates and charges affecting the calculation for each specific country or a route will be indicated while working with the dialog window and can be disabled if necessary.

One can also learn descriptions for special rates to find out if a consignment under its conditions and add a special rate if it does.

This dialog window also has a list of all possible charges that can be adjusted and added into a calculation if needed.

Simplified input of parameters

All input parameters that haven’t been calculated are stored in the “Drafts” tab.

Drafts can be accessed later to continue inputting calculation parameters. Such a feature prevents losing input data when accidentally closing the web page.
The system also has a useful option of creating handy templates when often calculating similar sets of parameters.

All scalar calculation parameters such as weight, a carrying load, number of axles, etc. can be input either in dialogue windows related to these parameters or directly into the initial data tree. Simply click on a proper field to input or adjust parameters from the data tree through dialog mini-windows.

Help and data control

Pop-up notifications containing hints on how to interact with the system will appear in the right part of the interface when entering calculation parameters.

Thematic notifications — will appear to draw the user’s attention to specific calculation parameters (" e.g. containers kit can be transported accordingly to a wagon formation plan").

Warnings — will appear when input parameters are not accurate enough, e.g. a position selected but not an end NHM code.

Errors — these messages will appear in case of lacking data and indicate missing parameters, e.g. “Enter cargo weight”. Errors will also highlight the “Calculate Tariff” button with a warning icon.

While the icon is present, the “Calculate Tariff” button will remain disabled. Clicking any of the error messages will open up a dialogue window to refine a missing parameter. The calculation result will enable once all the errors are eliminated. Such a feature prevents incorrect calculations and highlights missing data.

Showing results

Summary table

Calculation results are displayed in a summary table where each row stores information for each country where a haul is taking place. Arrows aside country name indicate the direction of a haul. The symbol → is used to indicate direct forwarding, and the symbol ← is used to indicate returning of empty wagons or containers along with a loaded transportation.
Table columns contain all calculation results split into categories e.g. distance, tariff type, freight fare, VAT, maintenance, protection, etc. Prices and rates per one ton of cargo can also be calculated in the table. A column with a country name and arrows is placed in the left part of the table making the layout handier.

Calculation details by countries

Details under the summary table are provided for each country and haul direction and may include:

  • Calculated period of delivery considering daily mileage and extra days;
  • Informational messages on calculation’s special aspects;
  • Minimal tariff distance;
  • Calculated weight considering minimal weight norms;
  • Descriptions for tariff patterns and additional; factors used to adjust base rates;
  • VAT;
  • Additional charges;
  • Totals.

Calculation categories such as period of delivery, freight fare, protection, etc. are separated from each other in detail.

Simply click on summary table rows to view more info on a needed country or select a tab with this country above the table.

Period of delivery

The “Period of delivery” tab under the summary table stores the details of delivery time calculations. The period of delivery in this tab will be calculated for both loaded and empty transportations if the option of return of an empty rolling stock is enabled. The details contain the total transportation distance, daily run, and period of delivery calculated based on daily run. Below will be listed additional days that might add up to the period of delivery depending on the conducted operations or carried cargo.The last row contains the sum of the period of delivery for both loaded and empty consignments. The calculation details tab indicates the delivery time for all distances in forward or backward route.

Transportation route

Simultaneously with calculation result become enable:

  • Entire route — the shortest route also considering actual alternative routes following the Tariff Guide №4;
  • Nodal stations;
  • Border stations;

Routes are composed as lists of stations with their names, station codes, distances from departure stations, names of road, NOD and countries.
Select a proper type in a drop-down list to view the desired route.

To display the transportation route on the map, click on the "To show on the map" button in the upper right corner of the “Transportation route” tab.

The map with the route will appear in a separate modal window. The map legend is located in the lower left corner and opens by clicking on the question mark. The map can be downloaded as a .png file by clicking on the corresponding "Download" button. Please note that the construction of the route is carried out schematically, without reference to the actual location of the railway tracks between stations.

Adjusting results

Protection

R-Tariff-Online automatically detects cargo that falls under mandatory protection and calculates charges for protection. Meanwhile, such a charge can be calculated for a cargo that doesn’t fall under mandatory guarding.

If necessary, the calculation result can be adjusted with a protection charge through the “Protection” column of the summary table, or it can be excluded from the calculation.

Currency

By default, calculations for each country where a haul is taking place are made in a currency determined by this country’s tariff regulations. Calculations made in base currency can be later recalculated in USD, CHF, EUR, or RUB for all countries or each particular country by selecting a proper currency in the summary table. For most countries, results can be recalculated into national currency. Currency rates are updated daily. There is no need to recalculate after selecting a currency since the summary will refresh automatically. 

Calculations history

Calculations history contains information on calculation date and time, departure and destination stations, ETSNG and NHM cargo codes, cargo weight, whether a cargo was dangerous or not, consignment and rolling stock types. By default, calculations are filtered by date, but filters can be adjusted to filter by any field. Calculations history remains available at any step.

A list of all unaccomplished calculations can be found in the “Drafts” tab.

A full list of all created templates can be found in the “Templates” tab. All successful calculations are stored in the “Completed calculations” tab.

Exporting data

Initial data and results for each calculation can be exported in several formats provided in the drop-down list by clicking the “Download” button in the top panel.

Exporting as. RT-files (R Tariff file)

Users of R-Tariff Online can save their calculations as a file compatible with R-Tariff with all initial data and calculation results. Such files can also be sent to tech support for calculation assistance.

Exporting as MS Excel and .pdf files

All calculations can be exported into either MS Excel or .pdf files with options to export a full calculation, a full route, a route with junction stations only, or a route with border crossing points only.
